A‌‍‍‍‌‍‍‌‌‍‍‍‌‍‍‍‍‌‍‍ Policy Analysis Framework is a macro social work social justice tool. In this course, students will be selecting one social welfare policy and analyzing the policy using a group of specific questions called a policy analysis. We will be building the assignment through a series of smaller assignments or Steps throughout the course. By the end of the course, students will pull together all of the smaller policy analysis framework assignments or Steps into one large final assignment. Purpose: Use a policy analysis framework to promote social, economic, or environmental justice. Special Note: This assessment is a progressive assignment. As such, smaller assignments are first drafts of the final assignment. Assessment of Learning: Social Work Competencies – 1, 3, 4, 5, 7 & 8 Step One: Social Policy Selection (Week Two) a. Note: This will eventually lead to the first draft for the introductory paragraphs of your Policy Analysis Paper. b. Identify an interesting social policy related to a state or federal bill or legislative act (Legislative Branch) or an executive order (Executive Branch). Suggestions for finding names are located as resource links under the assignments in the Moodle classroom. Obtain a copy of the bill or legislative act or executive order. You may have a saved Word or PDF document. This must be uploaded as part of the Part one assignment. In addition, please write a one-page reflection discussing your rationale of why you chose this social issue/topic and your personal connection to this social policy. Include a discussion about your personal and professional values and beliefs related to your selection. In addition, identify your selected policy and provide a rationale for the policy selection. A reference citation must be present when discussing the social policy. The one-page reflection must have separate title and reference pages. Use APA formatting and please make sure to double space everything, Times New Roman and size 12 Font. Step Two: The Social Problem, Policy Objectives, Values and Target Population (Week Four) a. Continue with the social issue and policy topic you chose in Week Two’s assignment. Please define and discuss the social problem, policy objectives, values and target population of the policy that you chose. Research the policy objectives. Provide government statistics and stories to describe and support the problem. Supporting data may describe the bio-psychosocial-spiritual impact on individuals and/or families and/or articulate the historical, social, cultural, economic, geographic, and/or environmental effect on organizations and communities. Page 2 of 4 b. Think about the agenda building that would have went on at the beginning development of this policy and discuss. c. Research the target segments of the population at whom the policy is aimed. Discuss the demographics and characteristics of the client population. Use headings/subheadings, essay format and APA format for this. That includes double space, size 12 font, Times New Roman font, and a title page with a Reference page. Step Three: Social Policy; Effects of the Policy on the Target Population and Proposing Micro, Mezzo, and Macro Solutions (Week Five) a. Research and discuss the effects of your policy on the target population or clients. Research and discuss the unintended consequences or effects of the policy on the target population. b. Then, develop a short policy brief not to exceed four pages. Follow the format listed in pages 274-275 and focus on developing a micro, mezzo and macro interventions (at least one of each level of practice) to an unintended effect or effects of your policy that you have “seen” either in your research or through your experience, personally or through your practice experience. Make sure to briefly detail each of these steps: Policy Proposal/Policy Brief: Problem background (2) Establish clear objectives (3) Intended outcomes (4) Characteristics of target groups of your policy brief (5) Projected size of target group (6) Length of proposed services (7) Characteristics of proposed interventions (8) Specify theories (9) Specify features of your proposal (10) Discuss the political feasibility (11) Discuss implementation Strategies (12) Discuss evaluation strategies (13) Discuss the projected cost (14) Identify key mileston‌‍‍‍‌‍‍‌‌‍‍‍‌‍‍‍‍‌‍‍es (15) Specified the proposed funding (16) Use headings/subheadings, essay format and APA format for this. That includes double space, size 12 font, Times New Roman font, and a title page with a Reference page. Step Four: Back to Original Policy–Analysis Go back to your original policy and finish the next step to your original policy analysis: Complete a policy analysis including, but not limited to, the following. References required. (a) Sponsoring legislators and political party/parties (b) Historical, social, and political context Page 3 of 4 (c) Underlying values and beliefs (d) Intended recipients (e) Funding for implementation (f) Power imbalances (who wins and who loses in regards to money, services, etc.) (g) Public reaction including the prevalent underlying values and beliefs (h) Description of who implements (i) Intended impact of the policy, . strengths, limitations, or gaps and/or unintended consequences (h) Public expectations Use headings/subheadings, essay format and APA format for this. That includes double space, size 12 font, Times New Roman font, and a title page with a Reference page. Step Five: Compilation of Final Paper When adding in all the previous pieces into your final paper, everything will follow the Step progression EXCEPT your Policy Brief of Micro, Mezzo, and Micro suggested interventions. Please make sure to make all changes that have been suggested by professor/adjuncts/instructors to previous Step assignments’ feedback before compiling your final paper. Please make sure to build adequate transitions when compiling your pieces, so that each section flows from one to the next. This may mean writing additional paragraphs to build those transitions. Please use feedback on previous Steps and any other information gathered to compile and write your Social Policy Framework paper. The paper should have the following sections and use APA formatting including using Level One headings and suggested to use Level Two and Three if needed. • Title Page • Body of paper o Introductory paragraph (There should be some pieces from Step One here) o Social Problem (Use pieces of Step Two: Social Problem for this section. Content should include, but not be limited to, a definition of the social problem and people addressed by the policy. Provide government statistics and stories to describe and support the problem.
